Using qualitative method to analysis this research. From the discussion with fishermen, the researcher found that, in general, fishermen in coastal area have already had their own teams called the joint effort group, having its structure of organization and being known by the local district. The structure of the organization includes the chairman, the deputy of chairman, the secretary, treasurer and members. The numbers of member of these groups have varied depending on each area that has the same vision and mission.
